I see your point tim, the reason for making a foam latex puppet is: 1- foam latex lighter for a big head puppet with skiny body, 2- can't be destroyed like clay, 3- could be very detailed.

Wadey I really want this puppet and I will be working on more in the future, I have the budget to order even a $500 puppet, but I need to learn and I'm really learning a lot from you guys and other websites, I met many people talked to them and Learned, I didnt know how to sculpt 6 months ago, and now I'm doing it very well.

I would make a silicone mold of the head first. Then you could make casts out of resin and have as many heads as you need to make a good UltraCal mold.

No problem...I get my silicone and casting materials from Smooth-On.com and they have a lot of instructional videos on using their products.
Here is a good video that shows how to make a silicone mold: making a silicone rubber mold
And another one: making a silicone rubber block mold
Just adapt it to your head sculpt.
I believe you can then cast foam-latex in the silicone rubber mold, although I've never done it before.
