There are many approaches that you can take, but it boils down to what you visualize. I'd recommend that you go to several art supply stores/hobby stores and see what kind of materials they have and what is in your price range. Walk down all the isles and take a mental note on what is available and hopefully certain items will really stand out. When that happens, you've found your medium.

Depends what kinds of image you have in mind. Here's Megan Brain's cut-out paper sculptures -- take a look at a jungle image in the Gallery section. See also Rob Richards' Animation Backgrounds. This is a treasure trove of lovingly-restored cartoon backgrounds.
So you might just need some coloured paper! Hope this helps.

For jungle scenery try look at pet shops as they have a great range of products that are cheap and actually look great on dios once given the proper weathering. Also a comapany called Woodland Scenics make a greta range of products for model railways and dios that would be useful as well.
I have attached a few pics of dios I have done using plastic fishtank plants and Woodland Scenics items and if you have questions just give me a yell.

I say go with what hemble said if you want more of a realistic look. However, you may want to think about if your characters are going to be that realistic or not and try to make the set match the style of the characters. I don't know how you would make a cartoony looking jungle though without using all clay

This might not be helpful but autumn is a good time to start. Dried leaves can be crushed and mixed with PVA glue to create fantastic ground cover. The mixture dries hard but looks soft and so you can stick it to your trees and paint it back to green.
I was working at a studio last year that had one of the Fantastic Mr Fox Tree House sets in a case in reception (I don't know why, I reckon they nicked it; this was the East End after all) The leaves of the tree seemed to be crushed dried leaves and they were stuck to a fine mesh, kind of like miniature camouflage netting.
