I used FormX UltraCal 30 for the arm/leg molds, and Smooth-On's Mold Max 15T for casting.
They also seemed to use balsa wood for building the puppet armature up with areas that you can grab with your hands. It's a step that is most important for puppets with fat bodies. When you squeeze the puppet through a lot of silicone or foam, it's very hard to animate precisely.
